Title IX Procedures
What happens after a report is submitted to the Office of Title IX?
Allegations of discriminatory behavior, unfair treatment or potential bias are sent directly to the Office of Title IX (OTIX) via email, phone, or by submitting a report via the form:
The Title IX (TIX) Coordinator determines whether the information provided constitutes a potential violation of the Policy Against Discrmination and Sexual Misconduct. If it does not, the TIX Coordinator may:
- refer the matter to Equity and Inclusive Excellence (EIE).
- refer the matter to the Dean of Students (DOS).
- refer the matter to Office of Human Resources (HR).
- dismiss de matter.
In any case, the TIX Coordinator confirms receipt of disclosure with the reporting
party.
Title IX procedures following a report
After recieving a report, OTIX will follow these steps:
- Step 1: The TIX Coordinator sends an email to the affected party and/or complainant offering resources and an invitation to meet. If the affected party and/or complainant do not respond, the case does not move forward.
- Step 2: The affected party/complainant meets with a member of the OTIX to discuss their needs, experiences, and what the OTIX can do to help. This process is voluntary.
- Step 3: Should the affected party wish to move forward and file a formal complaint, the TIX Coordinator and the affected party work together to initiate an investigation.
- Step 4: The next steps vary on a case-by-case basis, according to the procedures outlined in the Policy Against Discrimination and Sexual Misconduct.
Referral to Equity & Inclusive Excellence
Should the matter be referred to EIE, next steps may include:
- Step 1: A needs assessment, identifying stakeholders and goals, and creating an action plan to assist affected parties.
- Step 2: A representative of the EIE team may invite the involved parties to a conversation with the goal of enacting the determined action plan. An action plan may include educational interventions, community engagement, or restorative and/or supportive measures.
- Step 3: A member of the EIE team documents the matter and the action plan, shares a final
report with the affected parties, and adds it to an internal Case Resolution folder.
Referral to the Dean of Students
Should the matter be referred to the Dean of Students, next steps may include following
the Student Code of Conduct. If you have any questions of matters referred to the DOS, please feel free to contact

Referral to Human Resources
Should the matter be referred to the Office of Human Resources, next steps may include
following their Performance/Disciplinary Process. If you have any questions of matters
referred to HR, please feel free to contact hr@goucher.edu.
Dismissal of claim
The TIX Coordinator may decide that the information provided does not fall under any form of prohibited conduct under college policies and may dismiss the allegation. Examples of reasons to dismiss an allegation are an interpersonal disagreement between two roommates, a Grade Appeal (PDF) from a student to their professor (see Grade Appeal Policy PDF), or a Student Grievance (PDF). In any case, the TIX Coordinator informs the affected party and/or complainant of the decision.
* Please be aware that these procedures require time, as the TIX Coordinator must consult with various stakeholders, gather information from multiple sources, and coordinate measures across different offices.
