Confidential Reporting Options

Goucher employees have different abilities to maintain confidentiality. We’ll walk you through who is completely confidential, who is not, and who is somewhere in between. You can also ask about confidentiality before you report, too. 

Professional and pastoral counselors; off-campus advocacy and support organizations – complete confidentiality

Professional, licensed mental-health counselors, licensed members of the clergy, and individuals who work for off-campus advocacy and support organizations are not required to report any information about an incident without a reporter’s and/or victim’s permission.

Off-Campus Sources

Health Center employees, including front desk staff, and peer listeners – limited reporting

Unless a life-threatening situation exists, health center staff and peer listeners may talk to a victim in confidence and only report to the college that an incident occurred, without revealing any personally identifying information. Disclosures to these employees will not trigger a college investigation into an incident against the victim’s wishes.

  • Goucher Peer Listeners 443-632-7799 - Available every night, 7 p.m.-2 a.m.

You should know that if you wish to maintain confidentiality, Goucher will be unable to conduct an investigation into the incident. However, these individuals can still help you receive protection and support, such as victim advocacy, academic support or accommodations, disability, health or mental health services, and changes to living, working, or course schedules to the extent possible while maintaining confidentiality.

Even if you request confidentiality at first, you have the right to change your mind. You can then file a complaint with Goucher or local law enforcement, and have the report fully investigated.

All other Goucher employees – required reporting

All other Goucher employees are required to report all the known details of an incident, including the identities of both the victim and the accused person, under Title IX of federal law.

If you choose to report to a non-confidential employee, Goucher will take immediate and appropriate steps to investigate what happened and to resolve the matter promptly and equitably.

Goucher still strives to maintain your privacy as much as possible, and information will only be shared with the people responsible for handling Goucher’s response. Goucher will not share information with law enforcement without your consent.

Title IX requires that the college take these steps, so Goucher can:

  • Stop the conduct;
  • Prevent its reoccurrence;
  • Remedy its effects;
  • Provide care and support for the reporting person; and
  • Take steps to ensure the safety and security of our community.
