Inter-institutional Policies at Goucher College
The Baltimore Student Exchange (BSEP) Program allows qualified students at Goucher to take undergraduate courses offered at other colleges during fall & spring semesters. At the end of the semester, the student’s credits and grades from the host institution are submitted to Goucher.

Key Information about the Baltimore Student Exchange Program
- The BSEP is open to full-time sophomores, juniors, and seniors registered at the student’s home institution, provided the request is approved by the home institution BSEP Coordinator.
- Freshmen may take a foreign language not offered at Goucher at a Baltimore Student Exchange institution. They will be required to submit a Foreign Language Agreement form to the chair of the Modern Languages Department. - BSEP courses are only available during the fall & spring semesters.
- Students must be full-time (12 credits) in order to participate in the BSPE program. Part-time students may not participate. At Goucher, the BSEP course may be used to reach fulltime status.
- The Baltimore Student Exchange Program course is calculated into the total credits allowed per semester based on your GPA.
- Inter-Institutional forms will be accepted through the end of the add/drop period of a given school.

Responses from Inter-institutional schools are generally acknowledged as follows:
- fall courses are usually confirmed in August
- spring courses are usually confirmed in January.
- Confirmation depends on the academic calendar and registration period in place at the host institution.
- Ordinarily students may take only two courses per year at another host institution.
- Ordinarily, courses offered at Goucher are not to be taken through the Baltimore Student Exchange Program.
- When a course is closed, some host institutions will allow Goucher students to be signed in over the cap. Consult Goucher’s BSEP Coordinator (In SAS Office) for the procedure required by the institution.
- Goucher students do not pay additional tuition for Inter-Institutional courses; however, they are responsible for parking fees or library fines. Schools will not release grades if there is an outstanding balance. Any exceptional charges must be paid directly to the host institution.
- Inter-Institutional courses may not be taken pass/no pass, as an audit, or independent work.
- Inter-Institutional courses are treated as a regular Goucher course on the transcript. Credits will be calculated into the GPA
- Students driving to a host institution are responsible for obtaining a parking pass for that institution.
- Some schools are accessible by the Collegetown shuttle, as well as mass transit through the MTA bus and rail. (Towson is no longer on the Collegetown shuttle route) www.colltown.org/asp/shuttle.asp
- Students need to take travel time into account when scheduling an Inter-Institutional course into their schedule. Course conflicts within the program can not be accommodated.
- Registration policy for students participating in BSEP is determined by the host institution.
- Students are subject to the academic regulation of the host institution. Participating students are requested to acquaint themselves with both the academic and non-academic regulations of the host institution. These may include but are not limited to class attendance – absence, deadlines for grading options, withdrawal deadlines, academic honor code and final examination dates.
- Students who violate host institution academic policy regarding cheating & plagiarism are subject to host institution disciplinary procedures. The BSEP coordinator will notify the home institution of incident, action taken and appeal procedures. Further action by the home institution (Goucher) is left to their discretion.
- Students charged with a violation of hosts institutions’ code of conduct are subject to host institution’s disciplinary policies & procedures.

To register for an Inter-Institutional course: Registration for Goucher students requesting a BSEP course starts in the Goucher Registrar’s office. Submit your Inter-Institutional form to the Goucher BSEP Coordinator in the Records and Registration Department located in the SAS office. The form must be signed by your adviser. If additional signatures are required by the BSEP institution you will be contacted by the Goucher BSEP coordinator, as all correspondence is relayed through the Goucher BSEP Coordinator to the host schools. Inter-Institutional courses may not be added by using an add/drop form.
- To drop an Inter-Institutional course: Fill out a Goucher add/drop slip, specify that it is an Inter-Institutional course and have it signed by your adviser. Submit the form to the BSEP Coordinator in the Records and Registration Department located in the Student Administrative Services Office. Goucher will notify the host institution of your class drop or withdrawal. Note: Inter-Institutional drops and withdraws follow the academic calendar of the host institution only.
